The Former President's Woke Alarm Overlooks Europe's True Threat: Technological Stagnation.

Donald Trump's security policy document presents a flawed view of Europe. It claims that unrestrained immigration and what it terms "woke" policies pose an grave threat to European civilization. However, this perspective is based on a serious misinterpretation of the situation. The true challenge facing the EU is not cultural but technological and economic backwardness.

A Glaring Growth Divide Separating the US and Europe

Statistics paint a sobering picture. Between 2008 and 2023, US GDP grew by eighty-seven percent, while a paltry thirteen and a half percent growth for the European Union. During this period, EU GDP per capita fell from 76.5% to just 50% of the US level. Remarkably, even Mississippi now boasts a greater average income than major EU nations like Italy and France.

Currently, roughly 50% of the world’s top fifty technology firms are US-based, while only four are from Europe.

The Technological Shortfall: A Critical Problem

This widening economic gap is driven by stronger efficiency gains in the US, fueled by technological innovation and better use of resources. The scene of world technology dominance is overwhelmingly US-centric. Over the past fifty years, hundreds of American startups have grown into enterprises valued at more than $10bn, compared with only fourteen in Europe.

This disparity raises a vital question: As the competition for future industries like AI, semiconductors, and fusion energy, where does the EU stand? Most analysts agree it is largely a two-horse race involving the US and China, with Europe entering at a significant disadvantage.

Underlying Factors of the Continent's Innovation Gap

Several major reasons account for this innovation chasm.

  • Venture Capital: The United States has a much more robust and more dynamic system for financing new ventures. The EU has yet to establish a true capital markets union, which limits the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided regulation hinder Europe. A US startup can launch a service under one set of laws to access a consumer base of hundreds of millions. The European Union, despite a bigger population, is split among twenty-seven different national regimes, creating significant internal barriers.
  • Mindset Differences: Views on risk-taking vary greatly. In parts of Europe, business failure was once met with stigma, whereas in the United States, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has eroded its ability in breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

Despite these hurdles, one can find reasons for optimism. Policymakers are increasingly aware of the severe threat and have started to propose substantial change. Notable analyses on European competitiveness and the single market highlight the need for major reforms.

With the right incentives and rule changes, these assets could support far greater degrees of business-led breakthroughs.

The continent still possesses significant advantages: high-quality human capital, top-tier education systems, and premier labs. Alongside a large internal market and high savings rates, these foundations have the potential to trigger a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in developing cutting-edge tech, it can still dramatically boost productivity by implementing and tailoring innovations from elsewhere.

A Critical Juncture

Europe now stands at a decisive crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, the continent's slide in innovation has been gradual. But, without bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in global economic relevance.
